APDP submits 507 cases of missing to SHRC

The Association of Parents of Disappeared Persons (APDP) on Thursday submitted 507 documented cases of"enforced" disappearances before the State Human Rights Commission (SHRC)."The APDP submit for your urgent consideration of 507 documented cases of enforced disappearances from different villages of Baramulla and Bandipora districts of north Kashmir," said the APDP petition. The petition came on the International Day of the Disappeared being observed across the globe."Among the 369 documented cases of enforced disappearances from Baramulla district, based on the information provided by the families of the disappeared persons, 141 persons have been subjected to enforced disappearance by the state forces," alleged the APDP, a body fighting cases of those who went missing during thepast two decades. "While 144 cases the families of the disappeared claim that their loved ones disappeared in unknown circumstances by unknown agencies while as militants have been responsible for disappearing eight persons," said the petition. The APDP claimed that in all the cases the families and relatives have made extensive efforts to locate and to ascertain the where abouts of their loved ones but without any success. "The APDP prays that ex-gratia relief and benefit under SRO 43 be recommended in favor of the victim families who have not received the compensation so far," it said. The petition said that the victim families of these disappeared persons fear that their loved ones might be buried in some unmarked graves across Jammu and Kashmir."Therefore it is imperative that the government carry out investigations at these unmarked graves, through available means of investigation like DNA testing and other forensic methods," said the petition adding, "The APDP seeks this SHRC's intervention to probe all the enlisted cases of disappearances. " In the past, the Jammu and Kashmir government has refused to conduct DNA of unmarked graves as recommended by SHRC. The government maintains that all those buried in"unmarked graves were terrorists.
