Over 100 panchs, sarpanchs resigned in Baramulla

BARAMULLAH: 25, Sep 2012 Over 100 fear-stricken panchs and sarpanchs resigned in North Kashmir’s Baramulla district on Tuesday. The elected Panchayat members announced their resignations through loud speakers of mosques. They also published notices about their resignations in local newspapers. Over 100 Sarpanchs and panchs from different places in Baramulla including Sopore, Sangrama, Kanispora, Rafiabad, Delina, Wagoora, Kreeri, Bomai, Seelo, Brath announced their resignation today. The 37-year old deputy Sarpanch Mohammad Shafi Teli was shot dead by unknown gunmen in Nowpora Jagir Village of Baramulla on Sunday evening. The killing of Teli is second attack on panchayat members in last fortnight in North Kashmir. The killing has caused panic and fear psychosis among the Panchayat members of North Kashmir. “The government has failed to provide security to us. It has been unmoved by the attacks on panchs and sarpanchs and did not take any measure to provide adequate security to us,” said Mohammad Amin Dar, Deputy Sarpanch from Kanispora Mohammad, who announced his resignation through newspaper advertisement. Another deputy Sarpanch Tariq Ahmad Lone of Nadihal village of Rafiabad said he along with over five panchs namely Nazir Ahmad Lone, Shabir Ahmad Shah, Zarifa Begam, Ajaz Ahmad Lone and Ghulam Hassan have resigned today. Deputy sarpanch of Nadihal B, Abdul Majid Mir also resigned from the post alongwith five panchs Abdul Hamid Khan, Mohammad Yousuf Dar, Mohammad Maqbool Bhat, Ghulam Mohammad Bhat and Shamima Begam. DC Baramulla Khwaja Ghulam Ahmad told PTI that they have so far received the resignations of 40 panches, which includes three sarpanches from the district. "Though there are reports in the media that many more have resigned, only 40 resignations have been received by the administration so far," he said. However, officials in Rural Development and Panchayati Raj Department said resignations announced before media or in mosques will not be considered. “The panches and sarpanchs will have to follow a proper procedure if they want to quit”. Posters have surfaced in many areas of Kashmir sinceearly this year, asking the panchs and sarpanchs to resign from their posts or face dire consequences. Chief Minister Omar Abdullahyesterday said he would discuss the issue of providing security to panchayat members in the next meeting of Unified Headquarters to ensure their safety. PDP MLa visits Teli’s residence PDP MLA from Sangrama Syed Basharat Bukhari visited the residence of deceased deputy sarpanch Mohammad Shafi Teli today and expressed condolences with the bereaved family. He strongly condemned the killing of Teli and continued assaults on panch and sarpanch members. “The government should provide security cover to the elected panchayat members,” he said.
