Finance Minister's Son caught stealing Power
JAMMU; 23, Aug 2012: Hilal Ahmad S/O: Ab Rahim Rather, Finance Minister J&K, owns a huge multi-storey complex in Jammu where he runs a call centre of a mobile telephone company besides handling operations of Simula Global Group of companies from the same premises.
According to the documents available the building which is equipped with at least 10 1.5 tonne ACs, more than 100 computers, and, 150 CFLs, is supplied power on flat rate 5 KW instead metered energy.
This is despite the fact that the instantaneous power load of the building calculated by a committee of the power department is around 95KW.
The documents available reveals that a departmental committee headed by B A Dar Technical Officer, Power Commissioner, during an inspection on July 17, found that there was no proper permission from the department for electric connection to the building owner.
According to the inspection report “No meter was found at the installation. The consumer didn’t produce any document regarding the electrical connection."
"The information about the connection was collected by the AEE concerned on telephone. The instantaneous load was checked and found to be around 95 KW”.
Surprisingly, a 250 KVA transformer is also installed in the premises of Simula Software, but till the inspection team arrived there, no one in the PDD ever detected the ‘power theft’.
Sources said that the same team had had carried out inspections of hotels and other commercial installations in Jammu and had realised a revenue of around Rs 1 crore from defaulters including hoteliers, businessmen and showroom owners on the spot.
But Hilal was spared for the reasons one could best understand by the status he enjoys as finance minister’s son.
The inspecting committee had asked the consumer to install HT, CT/PT unit with downloadable tri-vector within a week. The committee had also sought to put penalty for access load from the date of commercial operation of the building.
The committee had also sought to investigate and fix the responsibility for such a huge commercial building being charged on flat rate. But sources in the power department say the minister’s son continues to enjoy the flat-rate power supply.
Sources say that the inspection committee had ordered disconnection of electricity to the building but the owner’s political clout blocked the officials’ way.
Sources say that Hilal immediately arrived on the scene and made a call to the Principal Secretary of Power, Sudhanshu Pandey, in presence of the committee members, to ensure nothing otherwise should happen with him.
Ironically, two minister G M Saroori and Peerzada Mohammad Sayeed were punished for the actions of their kin in the past. While Saroori was thrown out of ministry for the alleged impersonation scam of his daughter in the MBBS entrance test, Peerzada was shown door from ministry and as Congress chief after allegations that his wife was demanding and accepting bribes through her official driver, leading to his exit from Azad-led coalition government.

Its a reflection of corruption. Which runs our system. Its not a story its a reality, we have a famous proverb in kashmiri ( tchalith zuin lagun ). Same is the case with our politicians they frame rules however not for themselves. They place orders for commonals but not for themselves. However I believe guilty is guilty. One should not be spared on the basis of influence.
