Graveyard land sale Waqf sets one-month deadline for inquiry
SRINAGAR: 6,Sep 2012: Admitting that 6 kanal of land from a graveyard was illegally sold by one of their employees, Chairman J&K Muslim Waqf Board, M Y Qadri Wednesday said the inquiry ordered intothe scandal will be complete within one month. He said many case of wrong doing within the board had been forwarded to the Crime Branch. “All is not well within Waqf Board,” he told reporters during a press conference at Hazratbal. The Waqf chairman has already initiated action against the donation seekers at various shrines in the Valley. “Six kanal of land belonging to the board was sold by one of its members. After it come to the notice of the board, the case was handed over to the Crime Branch Kashmir after which the board retained the authority over the land,” Qadri said. Highlighting one more instance of corruption in the Waqf, he said a painter was hired by a member of the board and in the papers it was shown that the painter had taken Rs 1.5 lakh as wages. “The matter was also handed over to police after which it came to the fore that some of the officials of the Waqf board had forged the documents,” he said. Citing another violation, Qadri said president of the Waqf Board Union held series of protests against the Vice Chairman ofthe board who had temperedwith his date of birth and matriculation certificates. “After I probed the incident myself, I found that the person had joined the Waqf Board in 1985 but his matriculation certificate showed that he had passed the matric exams in 1995 and he had also submitted two matriculation certificates. We gave both the certificates to the Board of School and Education and their probe said that the certificates were fabricated and his actual date of birth was 1959,” Qadri said. Citing another bungling, Qadri said in 1989, during the yearly audit of the board it was shown that two shops were given on rent to a person and up to 2006, Rs 5 lakh were pending with that person. “Some of the members of the board had again forged the documents and showed that shops were allotted to another person in the 1995. However after a thorough probe into the incident, the borrower paid little in 2010. The case was also handled over to the Crime Branch,” he said. Qadri said in Achan area of Srinagar, Waqf Board owns 800 kanal of land wherein a large number of trees were planted. He said some of the members of the board misguided the chairman and told him that only 300 quintals of timber could be produced by these trees which could fetch Rs 90,000 for the board. “However, on inspecting thesite it was found that trees are able to produce 1000 quintals of timber and contribute Rs 5 lakh to the board,” Qadri said. He said similarly in Baba Reshi, Waqf Board owns 800 kanal of forest land, which is under State Forest Corporation. “The timber produced out of this land fetches Rs 47 lakh for SFC but out of 47 only 35 lakh were paid to Waqf Board and 12 lakh are still pending with them,” he said. “Government of India provided Rs 1 crore to us as Baitul Zaireen fund and that Rs 1 crore is also pending with the Tourism department as we had invested this money for a hotel but that has been occupied by the Tourism department,” Qadri said. He said when he joined Waqf Board, in its accounts the board had only Rs 38.50 as savings but today it has gone up to Rs 45 lakh, the interest of which is accordingly distributed among the destitute.
