SHRC issues notices to Govt over Kupwara killing

SRINAGAR; Mar 05: In the case of killing of 24 civilians in the border town, Kupwara in January of 1994, Jammu and Kashmir State Human Rights Commission has sent out notices to state and central government.
The petitioner has sought investigation in the killing of 24 persons in the main market of the Kupwara allegedly by the army personnel of 15 Punjab Regiment."The army men killed them for observing shutdown on 26th of January on the call of separatists. As a matter of revenge, the army men killed these innocent people" petitioner has stated.The petition was filled by the Mohamad Ahsan Untoo,Chairman, International Forum for Justice and Abdul Rouf Khan, secretary Human Rights Forum J&K.After hue and cry from all quarters, the police had then filled an FIR No-19/94 U/S 302, 307 RPC in police station Kupwara.
Petitioner has pleaded before the commission to take cognizance of the matter and investigate the killings.Taking strong note of the killings, the SHRC has directed the Union Home secretary, state Home Secretary, D.G. J&K police and others to reply before 27th March 2012.
"On the perusal of the complaint and material annexed thereto prime -facia case of Human right violation is made out and non-applicants mentioned in the complaint are put to notice," SHRC stated in its report.Reports say that army men from 15Sikh regiment had warned people from observing strike on 26th January, but people defied the diktat of army and observed complete shutdown." on the next day army opened fire indiscriminately in the Kupwara chowk and killed 24 persons on the spot and" reports said. After many days of protest, government had then ordered a probe which indicted army for the Killing and Police was ordered to file an FIR no, 13/94 dated 27 January 1994 in police station Kupwara.However army had refuted the allegations and had argued that militants had fired on army convey in the Kupwara market and in the ensuing gunfight civilians got killed.
