Govt re-employs Custodian Jammu
JAMMU; 13, Sep 2012: The government has ordered re-employment of Abdul Majid Wani as Custodian, Jammu for a period of six months.
He was suspended for being involved in making illegal appointments and regularization in his department.As per the government order No 236-Rev (NG) of 2012 dated September 6, 2012, the official has been re-employed on conditions stating that his re-employment would remain terminable with one month’s notice from either side and his salary shall be fixed in terms of Article 259-A of JK CSRs.
“The officer shall in the matter of discipline, appeal and conduct be governed by the rules as are applicable to the state government,” the government order signed by Commissioner Secretary Revenue department reads.
The official was suspended after being found guilty of making illegal appointments in 2004.
This came to the fore after State Vigilance Organization (SVO) conducted a Joint Surprise Check (JSC) of office records and Majid Wani, then custodian evacuee property Kashmir, along with two other officials was found guilty of abusing his official position.
“Apart from illegal appointments, the delinquent official has issued promotion orders and regularized some employees without considering the qualification and sustainability of appointees. The JSC has led us to infer the conduct of officials needs to be probed in the departmental,” an order No SVO/BK-JSC-JMU-10-06-11278-80 dated September 11, 2009 reads.
The SVO had asked the concerned department to initiate departmental action against the accused official.
“I am directed to request you to initiate regular departmental action against the official under intimation to this office,” the order signed by DIG Vigilance reads.
The documents, a copy of which is also available with Rising Kashmir, states that the official was suspended on charges of withdrawing salary of field Inspector Wasim Mumtaz of Cooperative Colony Peer Bagh Srinagar, who was illegally regularized and appointed by the Custodian General JK vide order No 101 dated February 10, 2005.
“The joining report purportedly submitted by the employee on February 12, 2005 in your office without bearing the signature of Wasim has been knowingly marked by you to the accountant of your office which paved way for the illegal appointee in drawing an amount of Rs 7620 with effect from February 11 to 28, 2005,” the charge sheet of vigilance department reads.
As per the charge sheet filed against the official, it has been stated that the accused official in league with his accomplice deprived the deserving candidates of their rights and put State exchequer to loss by making illegal appointments in league with his accountant Muhammad Yousuf Dar.
“The salary bills were passed by intentionally accepting an unsigned joining report purportedly submitted by the appointee,” the document reads.
It states that the officials had failed to maintain honesty and integrity in discharge of their lawful duties. “Being public servants, officials have acted in improper manner and have violated the provisions of Rule 3 of JK government employees conduct Rules 1977, for which departmental proceeding under rule 33 and 34 of civil services have been decided to be initiated,” the document reads.
